US Appeals Court Upholds Restrictive Texas Anti-abortion MeasuresThe US Fifth Circuit Court of Appeals up held a controversial measure passed in 2013 by the Texas State
Legislature.  Known as House Bill2, the measure, would hold abortion clinics to the same standards as
licensed surgical centers.  Additionally, the measure would require doctors performing abortions to
obtain admitting privileges to a hospital located within 30 miles of the facility. This decision overturned a
prior District Court ruling which held the measure to be unjust and without compelling public health

Medical associations, women’s health groups, the ACLU, the Texas Hospital Association, have argued
that these regulations would place undue burdens on women seeking reproductive health services while
not necessarily improving patient safety.
